North passes, as does East, and so it will come to a little bit of partnership style as to whether South opens light with a flat hand - but even if he does bid 1, West bids 1. North doubles to show (or just for takeout if South passed), and East makes a weak jump raise to 3. South may or may not bid 3, but West is most likely bidding 4, and that’s probably the end of it.
Fortunately, East’s hand has enough shape to save West from an extra loser, so he only has to worry about 1 and 2 to lose.

East passes and South opens 1. West also passes and North is excited about the possibilities on this hand, so he starts with Jacoby 2NT . But South has no shortness and a pretty minimum hand, and is likely to just make a fast arrival bid of 4. That’s disappointing to North, but with so many missing Aces and Kings and no shortness of his own, he should just let it go.
Sure enough, declarer’s got 3 losers almost no matter what he does - 2 and 1.

South, West, and North pass, which is not surprising to East, who opens 2. Now West can show a positive response with 2 and East probably chooses to rebid 2NT. West has no interest in a Major suit (unless he suspects a 5-card Major or they play Puppet Stayman , etc.), so he just raises to 3NT.
The suit is the weak point on this hand, and if South leads it, he might even hold declarer to only 9 tricks (2, 4/5, 1/2, 1) if declarer doesn't try the finesse or doesn’t get it right. (If he tries and gets it right, he can have one more trick.). But if South makes the unfortunate decision to lead or , declarer is a lot freer to try other trick development options like finesses and forcing out more .

West opens 1 and North overcalls 1 (at least - this is an interesting hand to deal with as it has a huge source of tricks but “only” 12 points and not really any other stoppers. A 3 Western cuebid wouldn’t really be a crazy bid right now either.) East passes and South offers 1 as long as it’s forcing (should be) and only promises a 4-card suit (should do.) North could jump rebid now with 3, and South should be fine with 3NT. If South gets carried away and bids minorwood or quantitatively bids 4NT, North can minimize and they should be able to escape with just playing in 4NT.
The play on this hand isn’t so much a case of declarer getting his winners but the defense getting theirs. West is entitled to his 2 and 1 tricks, and since East will never be in, that should be it. (In fact, if they’re not careful, the defense might let declarer come to 12 tricks if he gets the right and gets a trick on the opening lead.)

North has a weird hand for preempting (and may pass), but probably does go ahead and choose to open it - 2 vs. 3 may be a matter of comfort with aggression. East can’t come in over that, and South has nothing to add, so West can balance in with double or just bid 3NT on his own, not worrying about the . East would be fine with 3NT, and if West doubles, East may try 3 to see if West can bid 3NT now (if he’s got room - an original 3 preempt actually makes this whole auction much harder on EW.) If North did pass originally, EW probably still get to 3NT.
So let’s say EW do find their way to 3NT. North probably thinks he’s got lots of entries and leads a big , but that doesn’t faze West. West can come to 2, 1, 4, and 3 tricks if he plays this all-out and plans to lose a , finesse the , and get himself a trick before North’s are set up.

East’s hand should sit and wait rather than preempt, so South opens 1. West overcalls 1 (which South blinks at a little) and North probably just passes with such a piddly 6-count or stretches to double now while it's low. Now East has a weird predicament. He doesn’t have support for partner, while he has red suit length, he doesn’t have enough points to bid either of them, and he doesn’t have a stopper. But he does need to bid, so he tries a 1NT lie. South doesn’t really believe that and might entertain thoughts of letting them play 1NT and go down, red, but he may also be worried about how many tricks they have coming. So more likely is that he bids 3 to try to drum up interest from partner, but finds none, and might get to play there unless West pipes up with his now. If he does, the bidders are likely to win the auction. Alternately, if East passed instead of bidding 1NT, South might only rebid 2 and then EW will definitely get in there with , and in a competitive auction where North raises , South will be hard pressed to not bid 5.
So whoever bids up their minor the most gets to play this. If it’s South in , he loses 2 and 1. If it’s EW in , they lose 1, 1, and 1 (although that really only works because South is continually endplayed.)

South passes and West opens 1 (or 1NT if he can stretch a little), which North passes (or makes a pushy 1 overcall.) East bids 1 and now West raises to 2, so East just puts it in game.
Declarer probably tries a few different finesses to make extra tricks, but none really work and he’s left with 3 losers - 1 and either 2 or 1/1.

West opens 1 and North overcalls 1. East tries a little 1NT and South passes (has support, yes, but a really bad hand and partner is just an overcall.) West passes too and now North has to decide how pushy to be - he does have 16 points, but he’s vulnerable. So maybe now he makes a takeout double and South corrects that to 2, and that may be that.
Unfortunately, aside from the fit, South’s hand is totally useless to North and he will lose a bunch of tricks here - 2, 3, and 1 at least, and it’s not hard at all to lose a 3rd .
